Are employers on top of whether their workers are taking sufficient breaks?  It appears not from the results of a survey by the National Charity Partnership.  Of 2000 employees taking part in the survey 24% admitted regularly working through their lunch break.

Pressure at work can lead to work-related stress.  For employers this can mean dealing with the pressures of long-term sick leave and possibly also facing claims of (amongst others) constructive unfair dismissal and breach of the Working Time Regulations which set out a minimum requirement for rest breaks.
